Mike Rock was appointed vice president - External Relations in 2007. He operates out of the Washington, D.C., office of Union Pacific Corporation and its subsidiary, Union Pacific Railroad.

In this position, Rock is responsible for issues dealing with transportation and the railroad. This includes economic and safety regulation, passenger rail and Amtrak, security, labor, and state and local transportation projects involving the railroad.

From 1998 to 2006, he served as Assistant Vice President - External Relations, and from 1992 to 1998, served as the Director of Washington Affairs for Transportation. Prior to taking that position, Rock worked at Union Pacific’s hazardous waste management subsidiary, USPCI, as its director of State Relations in Houston, Texas.

In 1989, under Secretary Sam Skinner, Rock served as deputy director of Congressional Affairs at the U.S. Department of Transportation. Before joining DOT, he was Minority Professional Staff on the Surface Transportation Subcommittee of the U.S. House Public Works and Transportation Committee. He was also the legislative director for Congressman Bud Shuster (R-PA).

Rock holds a bachelor's degree from Dickinson College.

Printz Bolin was appointed Assistant Vice President - External Relations in February 2008. He operates out of the Washington, D.C. office of Union Pacific Corporation and its subsidiary, Union Pacific Railroad.

In his position, Bolin is responsible for tax issues, environmental legislation, as well as energy issues facing the company. In addition, he also covers health and retirement issues for the company.

Bolin began his career with Union Pacific in 1991 as President of USPCI of Mississippi, the hazardous waste disposal subsidiary of Union Pacific Corporation. After the sale of USPCI in 1994, Bolin joined Union Pacific Resources as Director of State Government Relations. Union Pacific Resources was the energy subsidiary of Union Pacific Corporation.

In 1996, after the successful spin-off of Union Pacific Resources, Bolin was promoted to Vice President for Federal Affairs and managed the company’s Washington, D.C., office until the sale of Union Pacific Resources to Anadarko Corporation in 2000.

Bolin served as Chief of Staff to Senator Trent Lott (R-MS) from 1987 until 1991.

A 1982 Bachelor of Science graduate of the University of Mississippi, Bolin is married and the father of two sons.

James Houton was appointed Assistant Vice President - External Relations. Houton operates out of Union Pacific’s Washington, D.C., government affairs office, primarily on key railroad industry issues including safety, economic regulation and freight legislation.

Prior to joining the railroad, Houton was as a consultant with Elmendorf Strategies in Washington, D.C. He worked as the director of government relations for Microsoft Corporation, in the U.S. Senate for the Senate Democratic Leadership where he spearheaded the leadership’s outreach to the business community at the Steering & Coordination Committee and served as vice president of government relations with the New England Council.

Houton brings more than 15 years of Senate leadership and Capitol Hill lobbying experience to Union Pacific. His expertise and experience cover a broad range of issues including telecommunications and the Internet, antitrust and competition, trade, intellectual property protection, health care, class action/litigation reform and immigration.

David Black was appointed deputy director – Washington Affairs in 2010. He operates out of the Washington, D.C. office of Union Pacific Corporation and its subsidiary, Union Pacific Railroad.

In this position, Black is responsible for issues dealing with transportation and the railroad. In addition to representing the company in these areas, he is responsible for the administration of the Fund for Effective Government, the corporation’s political action committee. Previously, he had been manager - Political Programs.

Prior to joining the Corporation, Black held various roles in marketing, sales, and logistics in the Agricultural Products and Coal departments with Union Pacific Railroad in Omaha, Neb. Originally from Grand Island, Neb., he has also spent time working in both official and political capacities with several members of Congress and the White House.

Black holds a bachelor's degree in Business Administration from Creighton University and a master's degree in Government from Johns Hopkins University.
