Shuttle Load/Unload Incentive Pre Release and Release Requirements

Effective May 1, 2012, Union Pacific will eliminate the Unit Train Spot/Release Form and require that all reporting be made using the Unit Train Customer Interface (UTCI) on the web. With this change, Union Pacific will eliminate the requirement that shuttle customers fax in the Spot/Release Form and eliminate the pre release call to the grain desk.

For shuttle load and unload incentives to apply, customer must meet the following guidelines:

Train Placement : If a loading/unloading customer wishes to report a placement time that is different than the UP's placement time it must be reported using UTCI. Placement times must be reported within 1 hour of actual car placement. If placement time is less than 30 minutes different it does not need to be reported. Union Pacific will use the customer reported placement time as part of the information to determine loading/unloading time when approving incentives. Placement times reported more than 1 hour after actual placement will not be considered when approving incentives.

Pre-Release : Loading/Unloading customer must report an estimated release time using UTCI not later than three (3) hours
prior to the release of empty or loaded Shuttle Train. If for any reason the release time changes, customer must update the estimated release time with the new estimated release time using UTCI. In addition, If the estimated release time changes within the last 3 hours you must also call the grain desk at 800-726-1104.

Release/Billing : Customer must bill/release all cars using one of the UP accepted electronic options. UTCI provides a quick and easy way to bill or release all cars at once. We will be implementing a mobile version UTCI in the near future which will also provides a pre release and release option. Other acceptable electronic options are the web "Equipment and Release", the web "Bill of Lading" or existing EDI transactions. All bad order and/or extra empty cars must be reported using the UTCI application.

Failure to report the placement, pre release , release and/or billing and to report bad order cars timely and accurately may result in loss of load or unload incentive.

This change will be published in UP 4051 and UP 4052 Item 80. All other shuttle rules will remain unchanged.
