Posted Date: December 8, 2023

To Our Customers,

We are committed to keeping you updated on the Mexican Tax Authority (SAT) Carta Porte requirement for goods moving to and from Mexico. Please refer to the following timelines and updates.

Reminder of Current Timeline
Beginning on January 1, 2024, shipments moving into, out of, or within Mexico with missing or incorrect Carta Porte information, will be subject to penalties from the Mexican government (SAT).

To prevent fines being applied by the Mexican government (SAT) to non-compliant waybills and associated customer shipments, Union Pacific will require all origin Bill of Lading submissions to be compliant as of December 18, 2023. As part of our compliance checks, customers will be notified of any non-compliant bill of lading submissions and corrections will be requested prior to moving cars.

The following two additional Carta Porte fields will be required for compliance:

  1. MHP – Mexico Hazardous Packaging Code (Tipo Embalaje) Qualifier
Required on all hazardous loaded and residue last-contained shipments with an origin or destination within Mexico.
  2. MPC – Mexico Unit Packaging Code (Clave Unidad) Qualifier
Required on all loaded and revenue empty shipments with an origin or destination within Mexico. Also required on all residue last-contained hazardous with an origin or destination within Mexico.
