New Carta Porte Requirements for Mexico Shipments

To Our Customers,

The Mexican Tax Authority (SAT by its Spanish acronym) has issued rules requiring additional waybill information with the invoice for all cross-border shipments in and out of Mexico, as well as shipments within Mexico. The new Bill of Lading Supplement (Complemento de Carta Porte) applies to shipments via all modes, including train, truck, vessel and airline.

If your business has shipments moving into, out of or within Mexico, you, the customer, will be responsible for including this additional information on the waybill.

Based on the latest information from the Mexican government, Carta Porte changes are scheduled to go into effect on December 1, 2021.

What Customers with Mexico Shipments Need to Know
Per the Carta Porte Products Reference File issued by the SAT, all customers and their partners moving product into, out of or within Mexico should be prepared to provide the following information: 

All traffic:

  • Commodity Code (Clave Producto)

Shipments from the United States to Mexico:

  • Customs Tariff Code (Fracción Arancelaria)  

Note: If you are transmitting EDI or via our portal, we anticipate providing additional fields and are working with the industry EDI committee to determine how the information will need to be entered per the Mexican requirement. Once that is decided, Union Pacific will communicate accordingly.

Shipments from Mexico to the United States: 

  • UUID from CFDI supporting the international sale of goods 
  • Customs Tariff Code (Fracción Arancelaria) 

Note: If you are documenting cars with the Mexican carriers, you will need to provide them with the information.

Shipments using a generic STCC (i.e., FAK, auto parts):

  • Customers will need to use the specific STCC that describes the commodity.

Note: The EDI Committee is determining how the information will be entered per the Mexican requirement. Once that is decided, Union Pacific will communicate accordingly.

We continue to work with the Mexican railroads to determine if any additional data from the shipper will be needed beyond the requirements listed above.

Why Carta Porte Compliance Is Important
The Carta Porte requirement is mandatory for all shipments in Mexico. If a shipment does not include this newly required information, it may be at risk of clearance delays and/or interchange delays as well as border setouts. Customers need to be fully compliant to avoid delayed shipments and potential fees or penalties on the Mexican portion of the shipment.

It is important to note that customers will be responsible for the accuracy of the information they or their representatives (i.e., customs brokers) provide to Union Pacific.
