Contractor Guidance for Access to COVID-19 Restricted Areas

As the nation comes together to slow the spread of COVID-19, President Trump issued updated Coronavirus Guidance: “If you work in a critical infrastructure industry, as defined by the Department of Homeland Security, such as healthcare services and pharmaceutical and food supply, you have a special responsibility to maintain your normal work schedule.”

Executed on behalf of the Department of Homeland Security, the Cybersecurity and Infrastructure Agency (CISA) recently provided guidance identifying workers deemed as “essential critical infrastructure workforce.” Among them are employees responsible for operating freight, passenger and commuter trains, as well as maintaining rail infrastructure and equipment. Contractors that support the freight rail industry are also considered “essential critical infrastructure workforce.”

If your employees supporting Union Pacific are commuting to work in areas where communities and state governments have ordered residents to stay home, your employees should print and carry the attached document, which includes a revised legal letter from UP and the DHS memorandum. Be prepared to show it, along with your eRailsafe ID, to any law enforcement or emergency management officials to gain access to your required location.
