UP Notification Regarding CP Tariff 8 Item 55 Non-Normalized Steel

Dear Customer:
 
Union Pacific became aware of recent changes Canadian Pacific (CP) made to its Tariff 8 Item 55 regarding shipment of Toxic Inhalation Hazard (TIH) commodities in tank cars constructed of non-normalized steel. Beginning Oct. 15, 2014, CP will use the Universal Machine Language Equipment Register (UMLER) to identify tank cars constructed of non-normalized steel and prohibit TIH from being billed to CP destinations or via its route in these cars.  
 
As a result of CP’s tariff changes, for shipments where CP is included in the waybill, Union Pacific will be unable to accept TIH in non-normalized steel tank cars due to CP’s refusal to accept them beginning at 5 p.m. CDT on Oct. 14, 2014.
 
To continue shipping TIH over CP/UP interline routes you must take two steps. First, complete the relevant UMLER fields so that billing systems will recognize that the tank car satisfies CP’s requirements. It will be imperative that customers fully and accurately complete the following fields in UMLER records for head and shell materials. Note: If these fields are NOT completed, the assumption will be made that the cars contain non-normalized steel and will not be allowed to move on the CP or on the UP if CP is included in the billing.

The permissible values for the Value fields are:
                Y: Normalized
                N: Non-normalized
                Z: Unknown
 
Only tank cars with a “Y” in the Value section for BOTH Element IDs B203 and B208 will be accepted for movements involving a CP/UP interline route.

 
Second, tender only tank cars identified in UMLER as having the normalized steel for shipment over CP/UP interline routes. Otherwise, UP will be forced to reject the car because it will not be able to interchange the car with CP.
 
Residue cars are not exempt from this change; it will apply to all TIH shipments, including residue and empty return shipments.
