Mutual Commitment Program Announcement

To Our Valued Customers,

Union Pacific continues to experience an increase in demand for EMP and UMAX domestic containers across our network, which we greatly appreciate. Action is being taken to both unstack and reposition containers while also increasing train capacity, where applicable, to meet the needs of shippers.

To reflect the current value of our capacity and reliable service, we will be applying a surcharge above baseload volumes.

In accordance with the terms of the Mutual Commitment Program (MCP), UP has now declared the following markets constrained for all MCP and Aggregate contracts:

  • Los Angeles & Inland Empire
  • Northern California (Lathrop and Oakland)
  • Laredo
  • Chicago

Beginning at 0001 on Sunday, July 5, 2026, baseloads will be set for our year-round customers. Shipments above baseload in the following market(s) will be subject to surcharges.

Your Union Pacific sales representative will share the MCP surcharge details with you.

We will continue to monitor demand in all markets and update the list of constrained markets and/or surcharge amount with notice.
